Inspection report for Child Protection in Wales published

Along with other inspectorates we jointly reviewed the effectiveness of partnership working and the work of individual agencies in Child Protection across Wales.

Overview Report: Joint Inspection of Child Protection Arrangements 2019 - 2024

Joint Inspections of Child Protection Arrangements (JICPA) took place between 2019 and 2024 in response to abuse and neglect of children.

Today’s review has been produced by Healthcare Inspectorate Wales (HIW), His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), Care Inspectorate Wales (CIW) and Estyn, following joint inspections of the multi‑agency response to abuse and neglect of children in each of Wales’ six regional safeguarding board areas between 2019 and 2024.

The aim of the work was to assess how well partner agencies communicate and collaborate to promote the welfare of children and protect them from abuse and harm.

The review has highlighted many examples of good practice within multi‑agency partnerships, local authorities, police forces, healthcare and children’s services, and examples of a strong safeguarding culture and a willingness to work effectively across agencies. The review also showcased many examples of innovative work which is having a positive impact on the drive to improve the quality of child protection in Wales.

However, the review did highlight some systemic issues hampering joint working, not least differing IT systems causing difficulties and some delays communicating essential information across multi-agency partners. 

A spokesperson from HIW said: 

“Healthcare Professionals working with children must have access to accurate and key information in relation to safeguarding. In addition, there must be robust communication channels in place to understand and share risks about children and take the necessary actions to protect them. To achieve this, professional partners should be using the same information-sharing systems.

Our inspections have highlighted the impact these challenges have on children, parents, carers, and staff involved in safeguarding children and young people. By addressing these issues, partner agencies can collaborate more effectively to ensure the safety of children at risk is maintained.

We are dedicated to working with partner agencies to strengthen child protection arrangements, to ensure all children and young people are protected from harm. Our joint inspectorate work plays a key role in identifying areas for improvement and driving positive change in safeguarding practices.”

Next steps 

We expect the agencies and authorities to consider the areas identified for improvement and take appropriate action to address and improve these areas. We will monitor progress through our ongoing performance review activity with those agencies and authorities. 

Where relevant we expect the agencies and authorities to share the positive practice identified with other partners, to disseminate learning and help drive continuous improvement in statutory services throughout Wales.
